What is a management system, and how is it different from a pile of files?

A management system is the connected whole of policy, processes, responsibilities and records that keeps one aim — occupational health and safety, environment, quality, energy — being met over time. What distinguishes it is not the number of documents but the closed loop: something is measured, a deviation is seen, it is corrected, and whether the correction worked is measured again. Without that loop you do not have a system, you have files.

Definition

A management system is policy, processes, responsibilities and records connected so that one aim keeps being met. The aim may be occupational health and safety, environment, quality or energy; the skeleton is the same.

How it differs from a document archive

The difference between a folder of procedures and a system is that the loop closes:

  1. Something is planned, with who does it and by when.
  2. It is done, and evidence remains that it was done.
  3. The result is measured against the target.
  4. If there is a deviation, its cause is found, it is corrected, and whether the correction worked is measured again.

Without the fourth step there is no system. There are files; they are shown at an audit, and they change nothing.

Why it is rarely built for a single aim

Most organisations manage several aims at once. They stand separately but share one skeleton — without it, four systems would mean four bureaucracies.

How it is measured

The measure of a good system is not document count. Three questions suffice: how many days on average before a deviation is noticed, how many are traced to root cause, and does the same deviation recur? A system that cannot answer all three with a number has not yet been measured.
