Who holds the record
This is the first question. If records accumulate in the service provider's system, the history stays there when the provider changes. A system sitting in the business's own space keeps the history in place through a change of provider.
Submission to the Ministry

Getting your data back
Ask at the outset in what format and how quickly you can take your data if you leave the system. A system without a clear answer locks the relationship technically.
Record integrity
Training records tied to people, inspection reports to equipment, findings to workplaces; versions and dates kept; access permissions separable. Without these, the system is a file store.
Questions worth asking
Who holds the records? Is there authorisation to submit? In what format can I take my data back? Is health data visible under separate permissions? What happens to the history if the provider changes?
