Is training and instruction for PPE mandatory?

The employer must inform workers about the protective equipment to be used and train them in its use. For complex equipment — respiratory protection, fall arrest systems — information is not enough and practical training is required. Instructions must be in a language the worker understands and available where the equipment is used.

Where the duty comes from

The Regulation on the Use of Personal Protective Equipment at Workplaces places on the employer a duty to inform and train workers in the use of the equipment. The general training duty in Article 17 of Law 6331 covers the same ground: workers are trained on the risks they face and the measures taken.

Informing and training are not the same thing

Informing is saying “this mask is for organic vapour”. Training is the person placing that mask correctly on their own face, checking the seal, knowing when the filter is due, and inspecting the equipment before use. For category III equipment, the first is worth nothing without the second.

Instructions: language, place, currency

  • Instructions must be in a language the worker understands; on a multilingual site this is not a formality, it is the protection itself.
  • They must be available where the equipment is used — not in a folder in the archive.
  • When the equipment changes, the instructions change; new equipment is not used with the old item's instructions.

What the record proves

An attendance list shows that training happened, not that it worked. Effectiveness is measured by watching whether a pre-use check is actually done correctly in the field. A system that keeps training records only to collect signatures passes inspections but does not prevent accidents.
