It starts from scenarios
The plan starts by identifying the emergencies that can genuinely occur: fire, explosion, chemical release, natural disaster, sabotage, entrapment in a confined space. The scenario list comes from the workplace's own hazards; another workplace's list is not copied.
Teams and duties
Prevention and firefighting, evacuation, first aid and protection teams are formed. Who does what in each team, who covers them, and what happens outside shift hours are written down. A team member whose name is listed but whose duty is unknown is the plan's weakest link.
Routes and assembly
Escape routes, exits, assembly points and accessible access are shown on the plan. A locked exit, a blocked door or an unlit stairwell leaves the plan on paper.
Communication
Who calls whom, who notifies externally, and what happens if communication fails are determined in advance.
