When it starts
The duty starts when the situation is learned of. Waiting for a confirmed diagnosis causes delay; where there is suspicion the process runs and a record is opened.
How it differs from an accident
An accident is sudden and singular; an occupational disease is the result of exposure spread over time. The investigation differs accordingly: it looks not at a moment but at exposure history — in which role, for how long, to which agent.
The backward trail
The investigation reads the person's role history, environmental measurements, use of protection and periodic examination findings together. Where those records were not kept, the exposure link cannot be established; missing records work against the person.
Looking at the same place
A disease found in one person is a warning for everyone doing the same work. The investigation does not end with one person; the group under the same exposure is reassessed.
