From the hazardous substance inventory to the establishment tier
The module keeps in one record the inventory of hazardous substances held at the site, the summation rule that runs by hazard category, and the establishment tier that this calculation produces.

What it does
The tier depends not on the quantity of a single substance but on categories assessed together. The module ties the calculation to the record and does not leave the result on its own.

The tier is set not once but whenever the inventory changes
An establishment tier moves with the quantities held. Bringing in a new substance, enlarging a tank or reassessing a category can change the result.
The module therefore keeps the calculation not as a one-off output but as a live result sitting on top of the inventory; the notification is produced from the record of that result.
