When and how is a pre-employment health report obtained?

The report is obtained before work starts, and it assesses not the person but their fitness for that work.

The order matters

The report is obtained before work starts. One completed after work has begun does not make the intervening period compliant in retrospect.

What it assesses

It is not a general health check. It assesses the capacities the job requires: height, confined space, noise, chemicals, shift work, heavy lifting. The physician therefore has to know the job — a report given without a job description cannot say what it found the person fit for.

Three possible outcomes

Fit; fit with restrictions; not fit. The middle one is most often missed: if a restriction is written it must show in the assignment, otherwise the report stays on paper.

Confidentiality

The fitness conclusion is open to the employer; the clinical detail is not. An arrangement that does not separate the two spreads special-category data unnecessarily.
