What it is for
A contractor must know the site's known risks before entering it: asbestos in the existing structure, hidden service routes, ground and environmental conditions, neighbouring activities, access constraints. Most of this sits with the client and the contractor is not expected to discover it on site.

If it is missing
Information that is incomplete or late makes the plan right on paper and wrong on site. One unknown asbestos panel disables every correct measure written into the plan.
The Turkish and EU counterpart
As measured, the Turkish and EU regimes have no exact counterpart of this step. The function is partly spread across the health and safety file and the coordinator's preparation-stage duties. Having no counterpart does not mean the information is unnecessary — only that it is not tied to a named document.
