Two thresholds, joined by "or"

They are joined by "or", not "and": one is enough. A short but crowded job and a long small job can trigger the same duty.
Where it goes, where it stays
The notification is given to the Ministry's provincial directorate of labour and employment and displayed as a board on site. Displaying is a second step; a notification filed away is not enough.
Separate from the plan
The notification is a separate document. A frequent mistake is putting a notification section inside the plan and never filing the notification itself.
If the threshold moves
Headcount changes during a project. The duty arises the moment the threshold is crossed; "we were 15 at the start" does not protect a site that later reached 25. The threshold is therefore a monitored value, not a one-off calculation.
