What are the EU prior notice and coordinator requirements?

The directive's prior notice threshold works on two arms: work lasting longer than 30 working days with more than 20 workers at the same time, OR work exceeding 500 person-days. The notice goes to the competent authority before work begins and is displayed on site. The coordinator duty depends not on numbers but on structure: on every site with more than one contractor, one or more coordinators are appointed for the preparation and construction stages.

Coordinator: structure, not size

The coordinator duty depends on the number of contractors, not workers. Where more than one contractor is present, coordinators are appointed for the preparation and construction stages — a single-contractor site does not trigger it.
