What is a construction health and safety plan?

A construction health and safety plan assesses the likely risks on a site and sets out the measures to be taken throughout the work, the site organisation, the working methods, when the work will be done and by whom, and the coordination between the parties. Türkiye's regulation gives no separate "the plan shall contain" list: the mandatory content follows from the definition itself. As measured, 19 content items bind the plan and its neighbouring documents on the Turkish side, 14 of them unconditionally.

Definition

The plan assesses the likely risks on the construction site and states the health and safety measures for the whole process, the organisation, the working methods, when and by whom the work will be done, and the coordination between the parties.

Why there is no content list

The regulation gives no separate list of headings for the plan. The mandatory content follows directly from the definition: every element named there must have a counterpart in the plan. Concrete scope comes from the article listing what the employer must provide — order, access, materials, maintenance, storage, waste, duration, cooperation, interaction and personal protective equipment.

Measured scope

Two documents that are not the plan

The health and safety file and the notification are separate documents. Merging all three into one folder is a common mistake and produces the audit finding "plan present, file missing".

Not an engineering design

This plan is not a structural design. It does not describe how the building will be built but how the people building it will be protected.
