What must the health and safety plan contain?

The core is seven items: assessment of likely risks, health and safety measures throughout the work, site organisation, working methods, when the work will be done, by whom, and coordination between parties. Around that core sit the employer's duties to provide, information and consultation of workers, suitability and periodic inspection of work equipment, prevention of unauthorised entry, and keeping the plan updated. Annex 2 high-risk works, Annex 4 minimum requirements and Annex 5 equipment requirements are conditional: present on site means mandatory in the plan.

The core seven

  1. Assessment of likely risks.
  2. Health and safety measures for the whole construction process.
  3. Site organisation — employer, project supervisor, coordinator, subcontractors, work teams.
  4. Working methods for each work item.
  5. When the work will be done — the schedule of measures and methods.
  6. By whom — a named responsible party for each item.
  7. Coordination between parties: different employers, subcontractors, self-employed workers and separate teams on the same site.

Around the core

  • What the employer must provide: order, access, materials, maintenance, storage, waste, duration, cooperation, interaction and personal protective equipment. These give the measures and methods sections their concrete scope.
  • Informing workers and consulting them: two separate duties; the first is one-way, the second is not.
  • Suitability and periodic inspection of work equipment; scaffold erection and dismantling take place under the supervision of an assigned civil engineer.
  • Preventing unauthorised entry to the site.
  • Reviewing and updating the plan — the coordinator takes progress and changes into account.
