How do Annex 2 high-risk works appear in the plan?

Annex 2 lists the work types where workers may be exposed to particular risks. If any of those 11 types is present on the construction area, the plan must contain measures specific to that work — general measures do not satisfy the requirement. The same list appears as Annex II in the EU directive and as Schedule 3 in the UK's CDM 2015; the measurement shows Schedule 3 and Annex II to be the same 10 items.

Conditional but hard to avoid

An Annex 2 item enters the plan conditionally: it becomes mandatory if the work is present. In practice most construction areas contain at least one — so "conditional" should not be read as "rarely needed".

General measures are not enough

A sentence such as "a harness shall be used when working at height" does not satisfy the Annex 2 requirement. What is asked for is work-specific: which anchor at which point, which access method, which rescue arrangement.

Why it matters

For a contractor working across borders it means one technical preparation can serve three regimes. But the thresholds and procedures are not the same: sharing a list is not sharing a duty.
