Conditional application
Annex IV is not a checklist where every heading applies to every site. It applies where the characteristics of the site, the activity, the circumstances or a hazard require it. That does not weaken the list; it ties the choice of headings to the risk assessment.
The Turkish counterpart
Annex 4 serves the same function under the same conditional logic: where the nature of the construction area, the hazards of the work and the working conditions require it.
One difference: work equipment
Türkiye also has Annex 5: minimum requirements for façade scaffolds, temporary edge protection systems, mast climbing work platforms and safety nets. The measurement shows this annex has no counterpart in the EU directive — a national addition beyond transposition.
How it enters the plan
Annex IV or Annex 4 headings are not copied into the plan; the plan states which heading this site needs, why, and how it will be met.
