The plan and the team age at the same rate
An emergency plan is correct on the day it is written; it starts to erode the moment one member of the team leaves. On paper that erosion is usually only seen on the day of the drill.
The planned scope therefore aims to keep the plan, the team roster and the training dates in one record, and to write the drill observations back into it.
