Short answer: the class changes, the duty does not disappear
The duties in Occupational Health and Safety Law No. 6331 get heavier or lighter with the hazard class; they do not disappear. Most office work sits in the less hazardous class, but that class does not mean 'no OHS required'. Risk assessment, the emergency plan, training, health surveillance and accident reporting are employer duties in an office too.
Hazard class distribution of office work
The view that covers IT, finance, real estate, consultancy, engineering and office support divisions (NACE 58-74 and 82) draws 165 activity codes from the communiqué annex: 143 less hazardous, 16 hazardous and six highly hazardous. In other words the activity code of an organisation that looks like a plain office does not always come back as less hazardous; units doing field measurement, technical testing or maintenance fall into a different class.

International data points the same way: in US labour statistics the recordable case rate is 0.7 per 100 full-time workers for information and for finance, insurance and real estate, and 1.0 for professional and business services, against 2.6 for all industries (BLS, 2024). The rate is low, not zero — and that unit is not on the same scale as SGK's frequency rate, which is published per one million working hours.
Which duties run in an office
- Risk assessment — display screen work, seating, lighting, cable management, electrical installation, air conditioning.
- Emergency plan, firefighting, first aid and evacuation drills, including floor plans and assembly points.
- Informing and training workers; induction training is mandatory in an office as well.
- Health surveillance and the accident recording and reporting routine.
- Worker representative, and an occupational health and safety board once the workplace reaches the size that requires one.
