Three inputs, one cell
An administrative fine comes from three inputs: which violation item was issued, how many employees the workplace has, and which hazard class it belongs to. Pick the item, determine the employee-count band, choose the hazard class column; the amount is the cell where the three meet. If several items were issued, the cells are added together.

Hazard class
The column order is low hazard, hazardous, very hazardous. The hazard class is set by the workplace NACE code, not by the employer's preference. A calculation made without confirming that code reads the wrong column.
Items without a matrix
Not every item is banded. In some items the amount does not change with workplace size or hazard class; the base amount applies as it is. Example: failing to attend when summoned by a labour inspector and to give statements, information and the requested documents (penalty article 107/1-a) is TRY 241,992 in 2026 in every case.
Six acts, one calculation
The calculation is not limited to Act 6331. The same inspection may also produce items under Labour Act 4857, Maritime Labour Act 854, Press Labour Act 5953, Trade Unions and Collective Bargaining Act 6356 and International Labour Force Act 6735. Items under those five acts have no band or hazard class column: the amount comes from the base figure, and any multiplier runs on the headcount or on the month.
Two multipliers
- Per worker: if the item is marked "for each worker", the amount in the cell is multiplied by the number of affected workers.
- Each month: some items add a further amount for every month the breach continues. For the risk assessment item that monthly amount is between TRY 100,119 and TRY 300,357 in 2026.
Worked example
A hazardous-class workplace with 30 employees. The band is 10-49 and the column is "hazardous". Assume two items were issued:
