There is no single figure
Penalty article 26/1-ç of Turkish Occupational Health and Safety Act 6331 covers the offence defined in article 10: "failing to carry out or commission a risk assessment". The amount is not fixed. It is read from the cell where the workplace's employee-count band meets its hazard class. The bands are fewer than 10, 10-49, and 50 or more employees.
| Employees | Low hazard | Hazardous | Very hazardous |
|---|---|---|---|
| Fewer than 10 | 66,725 | 83,406 | 100,087 |
| 10-49 | 66,725 | 100,087 | 133,450 |
| 50 or more | 100,087 | 133,450 | 200,175 |
A separate fine for every month the breach continues
The same penalty article sets a second amount for each month the breach persists. It does not replace the first fine; it is added on top and repeats every month until the risk assessment is completed. This is the line that actually makes the total grow.
| Employees | Low hazard | Hazardous | Very hazardous |
|---|---|---|---|
| Fewer than 10 | 100,119 | 125,148 | 150,178 |
| 10-49 | 100,119 | 150,178 | 200,238 |
| 50 or more | 150,178 | 200,238 | 300,357 |
The second item under the same heading
Article 10 requires not only the risk assessment itself but also the measurement and investigation needed to identify the risks. "Failing to carry out the necessary checks, measurements, examinations and research to identify risks" (10/4) is a separate item and ranges from TRY 33,326 to TRY 99,978 in 2026. A single inspection can produce both fines at once.
Other items that arrive in the same visit
An inspection of a workplace without a risk assessment rarely closes with a single item. The 2026 ranges are:
- Failing to identify emergencies, prepare emergency plans or appoint support staff (26/1-d): TRY 22,194 - 66,582.
- Failing to provide health surveillance, or to obtain health reports for hazardous and very hazardous work (26/1-f): TRY 22,194 for any workplace.
- Failing to meet the duty to inform workers (26/1-g): TRY 22,194 for any workplace.
- Failing to meet the worker training duty (26/1-ğ): TRY 8,980 for any workplace.
